Columbia Gas Transmission, LLC (TCO) reminds customers the Pre-OFO for excess receipts and under deliveries (Notice ID 25913712), as well as the Operational Alert for potential Critical Days for storage injections (Notice ID25914209) remain in effect until further notice. Due to current and forecasted milder temperatures resulting in lower market demand, TCO continues to experience excess receipts and under deliveries.  This behavior, in addition to high storage levels, creates limited operational flexibility across the TCO system. Customers can assist TCO operations and avoid the need for an OFO and/or Critical Days for Storage injections by aligning physical flow with scheduled volume, and not exceeding the Maximum Daily Injection Quantities on its storage accounts. Please see the previous postings below for more information, and contact your Customer Services Representative with any questions.   ***Previous Postings*** Pre-OFO for Excess Receipts and Under Deliveries:   In order to avoid the issuance of an OFO, TCO strongly encourages Shippers to ensure that all actual receipts are less than or equal to scheduled receipts and all actual deliveries are greater than or equal to scheduled deliveries at points in all Operating Areas (not including No-Notice services). Any excess receipts or under-deliveries can threaten the operational integrity of TCO’s system and TCO’s ability to maintain its system in balance.  An OFO may also be avoided if Shippers and Meter Operators adjust nominations to align with flowing supplies during each nomination cycle.   In the event TCO is forced to issue an OFO, Shippers who do not comply will be subject to penalties in accordance with Section 19.3 of TCO’s Tariff.  Potential Critical Day for Storage Injections:   TCO may limit storage injections to firm quantities only, which would constitute a Critical Day in storage.  The potential for a Storage Critical Day is due primarily to forecasted supplies and reduced market demand resulting in anticipated high daily levels of injections into customer's storage accounts. Customers can assist TCO operations and reduce the potential need for a Critical Day by not exceeding their Maximum Daily Injection Quantities and keeping supplies and markets balanced.   Firm Storage Service (FSS) shippers are reminded that, per section 3(c) of the FSS Rate Schedule, the Maximum Monthly Injection Quantity (MMIQ) for October is 9% of the Storage Contract Quantity (SCQ), and the Maximum Daily Injection Quantity (MDIQ) is 1/25th of the MMIQ.  Imbalances and AutoPAL:  TCO has limited operational flexibility for positive transportation imbalances or positive AutoPAL balances. Physical flows must match scheduled quantities to prevent further action. As a reminder, the intent of the AutoPAL service is to utilize nominal quantities to resolve minor pool imbalances that result from small upstream or downstream reductions during the cycles of the Gas Day.  These quantities are then paid back the next cycle of the Gas Day.   This service should not be used for parking or loaning large quantities and is subject to monitoring for abuse. TCO will monitor AutoPAL activity and reserves the right to make AutoPAL unavailable, force balance pools, or declare an OFO (or a customer specific OFO) to prevent abuse.    TCO encourages customers to monitor critical notices, including the Daily Capacity Posting, for updates.  Please contact your Customer Services Representative with any questions.
