Operational Advisory - East Tennessee Natural Gas Winter Operations
East Tennessee Natural Gas, LLC (ETNG) notifies its shippers that ETNG recommends that shippers starting November 1 should purchase supply and nominate their contracts as designed, from primary receipt points to primary delivery points. In addition, ETNG anticipates issuing one or more Operational Flow Orders (OFO) pursuant to Section 14 of the General Terms and Conditions of its FERC Gas Tariff during the winter, which could include a significant portion or all of the winter depending on shipper nominations. OFOs will help ensure system reliability and will help alleviate conditions that will threaten to impair reliable primary firm service and will help maintain operations at pressures required to provide efficient and reliable service.
Additional potential flexibility restrictions may include, but are not limited to:
1) Requiring LMSMA and LMSPA Balancing Parties east of Topside and/or Boyds Creek to ensure their physical receipts and/or deliveries, as applicable, are in balance
2) Requiring LMSMA Balancing Parties to ensure actual flows match scheduled nominations at each meter
3) Restrictions to interruptible activity and secondary firm
4) Restrictions to meter bounces east of Topside
ETNG understands that these OFOs will result in a loss of flexibility for ETNG's shippers and customers that they have historically experienced. However, to maintain a safe and reliable system for primary firm service throughout the winter, ETNG anticipates enforcing some or all of these measures pursuant to its FERC Gas Tariff, if and when necessary.
