Northwest has added the following unplanned outage to the
maintenance schedule on Northwest Pipeline’s website because of
the results from the Snake River to Snake River tool runs.
Northwest is performing immediate digs in the Caldwell and
Boise corridor beginning Gas Day October 17, 2024, through Gas
Day October 31, 2024. The available northbound and southbound
capacities will be limited to an available capacity of 194,000
Dth/d northbound through the Boise CS and 220,000 Dth/d
southbound through the Meacham CS.
As a reminder, with the new PHMSA RIN 2 rules in place, there
will be an increase in the number of immediate conditions
reported on Northwest’s system, which means a higher focus on
possible reports that may require immediate attention.
Furthermore, the criteria for what is considered an immediate
condition has also changed resulting in an increase in
immediate digs. Northwest Pipeline will work diligently to
complete all work as quickly as possible to minimize any
impacts.
Additionally, with Jackson Prairie nearly full, Northwest has
limited balancing flexibility and requests that customers
secure adequate supply to meet demand and avoid banking the
system.
If primary nomination requests through the Boise CS exceed the
available capacity of 194,000 Dth/d northbound or if primary
nomination requests through the Meacham CS exceed the available
capacity of 220,000 Dth/d southbound (or whatever NWP cannot
mitigate during any day of the maintenance), pursuant to
Sections 10.2 and 10.3 of Rate Schedule TF-1 in Northwest's
Tariff, Northwest will give notice of a Declared Deficiency
Period based on a design capacity of 499,000 Dth/d northbound
and 500,000 Dth/d southbound, respectively. The deficiency
period will continue until the work is completed on Gas Day
October 31, 2024.
