November 12, 2024 - TE 2024/2025 Storage Withdrawal Plan

Texas Eastern (TE) reminds customers and their agents holding storage capacity on TE of the requirement to adhere to TE's Storage Withdrawal Plan (Plan). This Plan includes maximum withdrawal limits for specific periods throughout the winter. The Plan is a key component of TE's storage management efforts to ensure that the integrity of your storage service is maintained throughout the withdrawal season. The maximum withdrawals are designed to protect storage deliverability to meet your demands and to protect system reliability. Each customer can obtain their Plan on the LINK® system under the 'Flowing Gas \ Storage Plans \ Storage Withdrawal Plan' menu tree. Attached is a tutorial on how to access your Plans.

While TE will be vigilant in managing imbalances, storage customers should continue to manage their storage contracts within this plan. We encourage you to manage your storage within the specific withdrawal limits provided in your Plan. For each service agreement with a Maximum Daily Withdrawal Quantity ("MDWQ") greater than its Maximum Storage Quantity ("MSQ") divided by 75 (MSQ/75), we recommend no more than six peak days in any month to preserve deliverability from the peaking fields.

Effective storage management can be achieved through the cooperation of TE and all its customers. Since system integrity is impacted by the actions of all storage customers, TE will issue customer-specific OFO's for those customers who have exceeded their maximum withdrawal limits according to the Plan. This Plan is monitored on a contract basis. If any single contract exceeds its Plan, a Customer-specific Operational Flow Order (OFO) will be issued. This OFO will require 97% utilization of a customer's firm transportation entitlements prior to any storage withdrawal in order to avoid the OFO penalty. Also included in the attached document is a more detailed description of the conditions applicable to the Texas Eastern Customer-specific OFO's.

Storage requires close monitoring and careful operation to ensure that all the different services and functions provided by storage assets are properly managed. In addition to the Storage Withdrawal Plan screen discussed above, there are other resources at your disposal to assist you with storage management:

The "Ratchets" tab on the Contract Maintenance screen in the LINK system outlines your contract withdrawal ratchets. This information can be used to better manage your daily entitlements in order to avoid excess withdrawal charges.

The Storage Information summary screen, as well as the "Customer Storage" report, under the Flowing Gas reports section of the LINK system, are available to assist you in coordinating your storage activity.

The "Storage Withdrawal Plan Status" screen under the Storage Plan section. With this screen, you can quickly see the current status of each storage contract relative to its Storage Plan requirement.

TE will alert customers through EBB postings on LINK when storage operating conditions are such that system wide OFO's may be required to maintain storage deliverability to meet customers' withdrawal entitlements.
