Weather Alert Update #1
Please Note: changes from the previous posting are shown in bold type.
Based on current extreme weather forecasts, Panhandle is preparing for increased pipeline utilization and reduced operational flexibility. Effective Gas Day January 10, 2024, Panhandle is requesting all Delivery Point operators to minimize over-takes off the system and all Receipt Point operators to minimize their under-deliveries into the system. Intraday scheduling reductions may be implemented to ensure that nominations match actual flowing quantities. Shippers are encouraged to submit their nominations for the Timely cycle. All storage customers are requested to stay at or below their Maximum Daily Withdrawal Quantity (MDWQ). Storage customers should adjust flowing volumes to remain at or below these limits. Additionally, Power Plant Operators must have nominated supply. Panhandle is requesting that all shippers minimize usage of the Auto-Unpark feature. While not implemented now, Panhandle may require Shippers to terminate all Auto-Unpark nominations on the pipeline for the duration of the extreme weather. This requirement will be evaluated on a daily basis. Panhandle reserves the right to issue OFOs in its reasonable judgment and as required to alleviate conditions which threaten system integrity, safety, or reliability of the service or to ensure compliance with the provisions of its tariff. Accordingly, shippers are strongly encouraged to comply with this alert. In addition, effective Gas Day January 12, 2024, Panhandle is requiring all Shippers under Rate Schedule EFT, EIT, SCT, GDS or LFT to limit their hourly deliveries to one-sixteenth of the quantity scheduled for delivery on the applicable day. Please refer to the GT&C Section 12.11(g) of the Panhandle Tariff regarding the penalty provisions as it applies to customers in the event of noncompliance with this request.
