Gas Quality Issue Reminder– Big Blue
This is a reminder of notices #118664 and #120814, regarding gas quality involving nominations from the Big Blue receipt point (PIN 800089) to delivery locations north of the Keyes Compressor station. Gas received at the Big Blue receipt point exceeds the general 10 parts per million oxygen limitation set forth in CIG's FERC Gas Tariff (CIG's Tariff), Section 3.1(a) (iii). CIG's Tariff allows CIG to receive gas exceeding this limitation provided it does not interfere with CIG's obligations to: (1) maintain prudent and safe operation of its system, (2) ensure that such gas does not adversely affect CIG's ability to provide service to others, and (3) ensure that such gas does not adversely affect its ability to delivery gas to downstream pipelines and end-users (CIG's Tariff, Section 3.2).
CIG can accommodate receipts at Big Blue containing higher oxygen levels only when the total volumes received do not exceed the total volumes delivered to points south of Keyes Station. Recent receipts at Big Blue have again resulted in a nominated net flow of gas north through Keyes Station which is not supportable with oxygen content above 10 parts per million.
As mentioned in Notices #118664 and #120814, CIG will continue to reduce nominations such that the net flow north at the (KECC) Keyes South Constraint on segment 292 is zero to address that gas quality requirement. Any shipper nominating receipts at Big Blue for transport to delivery points that are on any segment other than segments 294, 296 or 298, may have their nominations reduced at the KECC constraint or at the Big Blue receipt point due to out-of-spec gas quality.
