Update #3 Pipeline Conditions – Storage/Payback Restrictions Lifted

 

As stated in Colorado Interstate Gas Company, L.L.C.'s ("CIG") Notice ID 121874 ("Notice") issued on July 17, 2024, CIG's system was limited in its ability to inject gas into storage and to otherwise absorb packing activity.  In the Notice, CIG summarized it would not schedule injections under Rate Schedules IS-1, IS-T or IS-Y of the Tariff, would not allow payback onto the system under Rate Schedule SS-1, and would allow only limited paybacks onto the system under operational imbalance agreements until further notice. The operational situation has improved sufficiently with the completion of CIG's annual Bottom Hole Pressure Surveys and the introduction of colder weather on the Front Range of Colorado. Therefore, effective for gas day Wednesday, November 6, 2024, until further notice, CIG will allow paybacks onto the system under operational imbalance agreements, and under Rate Schedule SS-1 of the Tariff.  CIG will also schedule injections under Rate Schedules IS-1, IS-T and IS-Y of the Tariff.

 

Imbalance Management Procedures

CIG expects operators to continuously manage their confirmations on a cycle-to-cycle basis to match actual flow rates.  Non-performance caps may be implemented for the upcoming Gas Day or even in the intra-day cycles for the current Gas Day, based on current pipeline operating conditions.  As always, CIG will strive to give shippers and operators as much advance notice as possible before implementing non-performance caps.  CIG will apply non-performance caps on a shorter time schedule and/or on weekends if operating conditions on the pipeline require such action.

 

To help avoid operational issues related to underperformance, CIG encourages all shippers to actively work with their suppliers to ensure that all parties are aware of the importance of matching their actual flow rates with their confirmed scheduled flow rates.
