Please consult Columbia Gulf’s unsubscribed capacity section on the Informational Postings page of its website or contact one of the Columbia Gulf representatives listed below for more information***Additional volume is available.  Please consult Columbia Gulf’s unsubscribed capacity section on the Informational Postings page of its website or contact one of the Columbia Gulf representatives listed below for more informationColumbia Gulf notes that the maximum applicable Recourse Rate for the capacity posted in Packages 1 and 2 of this open season is the Total Effective Rate (maximum base tariff rate plus all applicable surcharges) for Rate Schedule FTS-1, as set forth in the Tariff.    The capacity offered in Packages 1 and 2 is not subject to an existing ROFR. Length of Bidding Process – The bidding process will begin at  9:00 AM CT, Monday September 30, 2024 and conclude at 10:00 AM CT Friday October 4, 2024.Participation in the Bidding Process – All bids submitted for capacity posted in this open season will be treated in a nondiscriminatory manner under this open season.  To participate in the bidding process, interested parties must send an email with bid terms to: capacityrequest@TCEnergy.com Diana Roberts   Diana_Roberts@TCEnergy.com Dan JunekDaniel _Junek@TCEnergy.com  All bids should refer to Open Season # 2024-0930 COLUMBIA GULF ONSHORE POOL TO Cameron LNG A bid must contain all of the applicable information required by the Bid Form at the end of this posting.  Bidders must satisfy creditworthiness in accordance with Columbia Gulf’s Tariff.  A potential shipper may submit multiple bids, each higher than its preceding bid, for all or any portion of the capacity or term of service made available by Columbia Gulf in this open season. Bidders may bid on Package 1, Package 2, or submit a combined bid for both packages.  If a bidder submits multiple bids, Columbia Gulf will consider only the last, highest bid submitted by bidder for the purpose of awarding capacity offered in this open season. Bidder shall specify the monthly reservation charge (or other firm or demand charge(s), if applicable, herein referred to collectively as “Reservation Charge”) it is bidding for the service. The price for the monthly Reservation Charge shall be expressed per Dth and shall be expressed to the nearest thousandth of one dollar ($0.000). For bidders proposing a Reservation Charge  or other form of revenue guarantee which exceeds the current applicable Recourse Rate during all or any portion of the term proposed  by the bidder, the net present value (“NPV”) calculated for the bid may not exceed an NPV that is calculated assuming that the Recourse Rate shall be in effect during the  full term proposed by the bidder, in place of the reservation rate(s) or other revenue guarantee(s) proposed by the bidder. Any bid, other than a contingent bid, not withdrawn before the close of the bidding period will be binding. Assessing Bids- Columbia Gulf reserves the right to reject any bids that do not conform to the primary points or terms listed herein or any bids that are discounted.  Columbia Gulf reserves the right to reject any bid that is incomplete or includes conditions or provisions that Columbia Gulf determines, in its reasonable discretion, to be unacceptable.  The NPV for each bid submitted in this open season will be determined in accordance with Section 4.4(b) of Columbia Gulf’s Tariff.  Bids will be assessed based on the total net present value to Columbia Gulf. The total net present value will be calculated by adding together the NPV of the individual bid(s) submitted for Package 1 and Package 2 offered under this open season (“Total NPV”).  If a shipper does not bid on both packages offered in this Open Season, the NPV for the package not bid on will be 0. Columbia Gulf reserves the right to reject any bid or request that contains modifications to the Bid Form or conflicts with Columbia Gulf’s Tariff.  Columbia Gulf has the right to clarify bids.   Total NPV is calculated as (NPV of Package 1) + (NPV of Package 2).  Individual package NPVs will be calculated as follows:  Package NPV = ? n [R*(1 / (1+i) ^ n)] ? n = Summation of months 1 through n n = term in months of applicable package R = Incremental monthly revenue for the applicable package  (Package Bid Rate*Package Contract Quantity)i = Monthly Discount Rate (the current FERC quarterly rate, which can be found at https://www.ferc.gov/enforcement-legal/enforcement/interest-calculation-rates-and-methodology)  Awarding of Capacity – Columbia Gulf will notify successful bidders no later than 12:00 PM CT, Friday October 4, 2024.  Columbia Gulf will award the capacity posted in this open season in accordance with Section 4.4(b) and (f) of Columbia Gulf’s Tariff.  Columbia Gulf will award capacity to shipper(s) whose bid, based on Columbia Gulf’s determination, has the highest Total NPV.
