As the result of SoCalGas's Transmission Integrity Management Program efforts to address updates to Pipeline Hazardous Materials Safety Administration (PHMSA) regulations and PHMSA advisory bulletins, SoCalGas will be reducing the operating pressures of Line 4000 and Line 4002 from July 1, 2025 through November 1, 2026. The pressure reduction is a mitigative measure that will remain effective until four pipeline integrity direct assessments, and any associated remediation work identified as part of the direct assessments, are completed. Direct Assessment requires the completion of nondestructive examinations of underground pipelines at specific locations (i.e., "digs") to conclude assessment. The examinations comprise of pipeline excavation, pipe coating inspection, pipe coating removal, and pipe body inspection.
The estimated timeline for completion is subject to, and highly dependent on, the ability to secure state and federal land use, water, and other environmental permits from federal and state agencies in an expedited manner. SoCalGas is and will continue to work with various federal and state agencies, including the U.S. Forest Service, Army Corps of Engineers, and California Department of Fish and Wildlife to identify opportunities to expedite land, water, and other environmental permitting that can support more expeditious execution of the direct assessments than the current estimated completion date. Currently, without expedited permitting, SoCalGas estimates completion of assessment activities may take until November 1, 2026 to complete.
Accordingly, the impacts to capacities due to the pressure reductions are shown below, which are subject to change based on any remediation work that could be identified as part of the direct assessments.
-Northern Zone capacity reduction is 655 MMcf per day.
-Needles/Topock Area Zone capacity reduction is 405 MMcf per day.
-Kern River/Mojave Kramer Junction Receipt Point capacity may be increased by up to 150 MMcf per day when system conditions allow to accommodate supply.
To the extent Kern River/Mojave Kramer Junction Receipt Point capacity becomes available, customers may consider exercising firm rights on an alternate delivery basis to utilize incremental capacity. Incremental capacity will not be offered in Envoy's Buy Rights Ledger.
Customers are advised to reference the Envoy Capacity Utilization page for the available capacity at these locations for each scheduling cycle.
