Notice of Phase 2 Cold Weather Operational Conditions & OFO Watch (Zones ML7, ML3 & ML2) (Posted 1/15/25)
Effective for gas day 1/18/2025 through gas day 1/22/2025, in order to preserve system integrity and to ensure ANR is able to meet scheduled delivery commitments to all of fuel segments ML7, ML3 and ML2; ANR is, in accordance with the General Terms and Conditions, declaring an "Extreme Condition Situation" as that term is defined in ANR's FERC Gas Tariff §6.1, lowering the Swing Percentage from 10% to 5%.
Affected Shippers: Shipper(s) with nominated deliveries in zones ML7, ML3 and ML2.
Please note that Phase 1 Critical Notice #12147 and any notices superseding #12147 (collectively "Critical Notice #12147"), is still in effect for all remaining areas.
ANR is requesting, in accordance with §6.6.4 of its FERC Gas Tariff, that all receipt and delivery services, excluding ETS and FTS-3 delivery services, to be at a uniform hourly flow rate over a twenty-four (24) hour period. Rate Schedule FTS-3 shippers are required to be at their contractually agreed upon hourly rate.
All Rate Schedule ETS shippers with an aggregated ETS Delivery Point Group must comply with this posting at the ETS Delivery Point Group level. ETS shippers are restricted to the lower of 1/16th of the respective Delivery Point MDQ, or the contractually agreed upon hourly rate in their Service Agreement at the ETS Delivery Point Group level.
Requests for interruptible and overrun services including ANR's hourly ITS-3 service will be evaluated on a case-by-case basis. Scheduled flows for these interruptible services must also be at a uniform hourly rate over a twenty-four (24) hour period or for ITS-3 service the hourly flow rate will be the rate of the nominated, approved, and scheduled quantity. ANR is also reminding all MBS shippers that volumes not within operating tolerances and not at a uniform hourly flow rate of 1/24th of scheduled nominations will not be permitted.
In addition, ANR is closely monitoring "Unauthorized Overrun" under Rate Schedules FTS-1, FTS-2, FTS-3, FTS-4, FTS-4L, STS, and ETS. Please refer to ANR's FERC Gas Tariff under each rate schedule for further detail and elevated penalties in effect during an "Extreme Condition Situation". Shippers attempting to deliver gas via Unauthorized Overrun may be subject to an "express order to Shipper to cease and desist" and a shipper specific OFO.
ANR reserves the right to revoke any conditionally approved operational flexibility.
Customers requesting short-notice start-up are expected to provide corresponding supply into ANR later in the Gas Day. For customers without the short-notice startup provision in their transportation agreement, requests for a short-notice startup will be evaluated a case-by-case basis.
ANR is NOT declaring an Operational Flow Order (OFO) at this time but is providing Advance Warning to shippers (per §6.8.7 of its FERC Gas Tariff) that this weather event could create the need for ANR to issue an OFO with no additional prior notice to protect system integrity. Actions that may be necessary include, but are not limited to, further curtailing interruptible services, declining to schedule firm secondary nominations, and issuing an offending Shipper specific OFO, or issuing a non-Shipper specific OFO. ANR will continue to monitor system integrity closely and will update the EBB as required.
As a reminder, The Projected Hourly Consumption Forecast (Burn Sheet) for the power plant operations is required to be submitted to ANR prior to any flow or flow changes.
